- Temporary Entry Permit applications can only be submitted by companies operating at Sabiha Gökçen Airport.
- Temporary Entry Permit applications must be submitted no later than two business days prior to the visit date. To prevent potential disruptions caused by possible technical system issues, we recommend paying close attention to this timeframe.
- It is a permit issued to employees who will participate in short-term activities within the airport—such as visits, inspections, research, maintenance, repairs, supply, construction, renovations, photography, and filming—lasting no longer than 30 days.
- Before submitting a Temporary Entry Permit application for school visits, events, or photography and video shoots (films, TV series, commercials, etc.), a permission letter explaining the planned activity must be submitted by the relevant institution to the Sabiha Gökçen Airport Administrative Authority (digitally or in print). The Temporary Entry Permit application will not be approved until the Administrative Authority–approved permission letter reaches the Entry Cards System Department.
- If an institution is applying for a Temporary Entry Permit for school visits, events, photography, video, or intern access, each of these permits must be submitted as separate applications.
- Foreign nationals and Turkish citizens cannot be included in the same application.
- For Temporary Entry Permit applications for foreign nationals, please consult the Police GBT Office regarding the required documents.
- The Temporary Entry Permit is issued and delivered in exchange for an official identification document (e.g., Turkish ID card, driver’s license, passport, etc.).
E-signature:
In accordance with Article 6 of the “Sabiha Gökçen Airport Entry Cards Directive,” which was approved and entered into force on February 9, 2023, applications submitted after April 9, 2023 are accepted only with an electronic signature. Wet-signed applications may be accepted solely in the event of a technical system failure, as specified below.

Important:
The visitor must carry the original document used for the application (Passport, International Identity Card, or Temporary Work Permit) during the visit. Otherwise, a Temporary Entry Permit will not be issued.
- Individuals issued a Temporary Entry Permit may enter and exit restricted areas of the airport only when accompanied by an Escort. Entry to or exit from restricted areas is not permitted without an Escort.
- Institutions must download the list of personnel to be assigned as Escorts from the Cart Application Program and submit it, together with a cover letter, to the Airport Administrative Authority for approval. The approved document and personnel list must then be submitted by the institution to the HEAŞ Cart Operations Unit.
- Only personnel holding a valid Sabiha Gökçen Airport Entry Card are eligible to serve as Escorts.
- Personnel who have not completed Course-1 Security Awareness Training cannot be assigned as Escorts. Personnel whose training validity has expired will be automatically removed from the approved Escort list, even if previously authorized.
*Applications submitted with missing documents will not be accepted.

- Temporary Entry Permit Request Letter (prepared by entering the required information into the HEAŞ Cart Application Program; since the system automatically generates the cover letter, no additional cover letter is required).
- Copy of Passport (for foreign nationals).
Airport Entry Cards Directive, Article 6-2:
Applications may be submitted with a wet signature only in the event of a technical failure in the electronic signature module. Otherwise, applications using wet-signed documents are not accepted.
The procedure to be followed in the above-mentioned case:
The application documents listed above are prepared in three wet-signed copies (for requests that do not include International Arrivals and Apron areas, two copies are prepared and the Customs Enforcement Directorate is not visited). All copies are submitted to the SGH Airport Administrative Authority for referral approval. The referred documents are then taken sequentially to the SGH Police Department Investigation Desk and the SGH Customs Enforcement Directorate for investigation procedures. The copy to be submitted to the HEAŞ Cart Operations Office is stamped and signed by the authorized officers. (The Police Department Investigation Desk and the SGH Customs Enforcement Directorate each retain one copy.) The remaining final copy is taken to the HEAŞ Revenue Office for payment of the application fee. Finally, the documents are delivered to the HEAŞ Cart Operations Office by the institution’s authorized personnel.
Note: Institutions that have a current account arrangement with HEAŞ / Revenue Office submit the final copy directly to the HEAŞ Cart Operations Office after obtaining approvals from the Police and Customs authorities.
