Apron Vehicle Plate Procedures

Applications for a Permanent Apron Vehicle Plate for public and private institutions and organizations are submitted to the Office of the Civil Administrator. However, prior to this application, the Apron Plate Application Form must be completed and a preliminary meeting must be held with the HEAŞ Operations Directorate.

If the application is deemed appropriate, the Apron Plate Application Letter, together with the documents listed below, is forwarded by the Office of the Civil Administrator. Following the forwarding process, the documents are taken to the security and customs authorities, and the necessary procedures are followed. Subsequently, all documents are submitted to the HEAŞ Operations Directorate.

The review of documents, approval, and allocation of plates are carried out by the HEAŞ Operations Directorate. For vehicles that will be issued a black apron plate, the Apron Plate Application Form must also be approved by the HEAŞ Security Directorate.

Required documents:

  • Copy of the vehicle registration certificate (if the vehicle is traffic-registered)
  • Vehicle invoice (if the vehicle is not traffic-registered)
  • Invoice proving payment of the apron plate fee
  • Rental agreement, if the vehicle is rented and not registered in the name of the institution

Applications for a Temporary Apron Vehicle Plate for public and private institutions and organizations are submitted to the Office of the Civil Administrator. For this purpose, companies must first log in to the system using their username and password. After logging in, an application letter is created via the “Temporary Apron Plate Application” menu.

The generated letter is printed and the documents listed below are attached. Subsequently, an endorsement is obtained from the Office of the Civil Administrator on the cover letter. The applicant then first applies to the Customs Directorate to obtain approval, after which all documents are submitted to HEAŞ.

The review and approval of the documents are carried out by the HEAŞ Security Directorate. The allocation of plates is performed by the relevant HEAŞ personnel at the apron gates. (However, outside of working hours and on official public holidays, applications are not made online; instead, they are completed by manually filling out a printed form obtained from the apron gates.)
