Safety Management System

  • As Sabiha Gökçen Airport Authority, we are aware that the primary prerequisite for profitability and efficiency at airports is placing safety at the forefront of our operational activities. Therefore, while delivering our services, our main objective is to comply with national and international standards and regulations, and to ensure that all aviation activities are carried out within the framework of safety through the balanced allocation of organizational resources.
  • For this purpose, we are fully committed to developing new strategies and processes, implementing and sustaining them, and continuously improving our practices in line with evolving and changing conditions.
  • Within the organizational structure established for this purpose, all levels of management and all employees, starting from the General Manager, are responsible for achieving the highest level of safety performance.
  • As an airport operator, we are aware of all types of accidents, incidents, and risks that may occur at an airport. Therefore, our objective is to further develop our Safety Policy within the framework of our Safety Management System (SMS)—which has been in place since the establishment of our organization and has been actively implemented through regular monthly meetings—and to place greater emphasis on initiatives aimed at ensuring that our personnel at all levels become more actively involved.
  • Within this framework, another key objective is to monitor, support the development of, and promote the establishment of a safety culture and awareness among the management and personnel of all stakeholder organizations providing services at our airport.
  • Through ongoing efforts and the participation of stakeholder organizations, data obtained from meetings where safety performance is evaluated—such as the Runway Safety Team and Ramp Safety Team—are used to further enhance the safety and reliability level of our airport. In this context, the continuation and expansion of similar initiatives are of great importance.
  • These activities cannot be sufficient if carried out solely as an internal, closed system within the organization. Therefore, by also monitoring the efforts conducted by national and international organizations, all potential scenarios will be evaluated. Based on research and data related to events that have not yet occurred at our airport but may potentially occur, necessary preventive measures will be implemented.
  • To ensure airport safety—declared as our primary responsibility—priority will be given to internal and external training programs aimed at raising awareness among all managerial and operational personnel, both by monitoring incidents occurring worldwide and by minimizing the likelihood of similar incidents at our airport.
  • Furthermore, by allocating the necessary financial and non-financial resources to support safety management and the implementation of preventive measures, we aim to establish an organizational culture that encourages safety practices, promotes effective safety reporting and communication, and manages safety efficiently.
  • The management of safety will be established as a fundamental responsibility of all managers and employees. This scope will be expanded to include all stakeholder organizations providing services at our airport.
  • As the airport operator, responsibilities and accountability related to the safety performance of the organization and the effectiveness of our Safety Management System will be communicated to all managers and employees through various methods.
  • To eliminate or reduce safety risks arising from hazards associated with our activities to an acceptable and reasonably low level, hazard identification and risk management processes—including a hazard reporting system—will be established and maintained. In addition, by integrating operational organizations providing services at the airport into our Safety Management System, coordinated efforts will be carried out to identify and manage safety risks across all areas of the airport.
  • Unless it involves unlawful acts, gross negligence, or intentional and deliberate non-compliance with regulations or procedures, no action will be taken against any employee who reports a safety concern through the hazard reporting system, and such reports will be carefully reviewed by management.
  • To encourage accurate and honest reporting, a reward system has been implemented, and efforts will continue to further expand this practice based on feedback received.
  • As in the past, compliance with the requirements and standards set forth in laws and regulations will be ensured, and efforts will be made to exceed these standards wherever possible.
  • To implement safety strategies and processes effectively, a sufficient number of qualified and trained personnel will be employed within the organization, and a Safety Representative will be designated within each service unit and supplier organization.
  • Our safety performance will be established and measured based on realistic safety performance indicators and safety performance objectives.
  • Safety performance will be continuously improved through management processes that ensure appropriate safety measures are taken and remain effective.
  • All externally procured systems and services supporting our operations will be ensured to comply with our organization’s safety performance standards.
  • Everyone is responsible for identifying the safety requirements of their own work, determining the necessary preventive measures, and reporting them.
  • It is an undeniable fact that the first prerequisite for ensuring safety in aviation is that each employee trusts the performance of others. Therefore, based on the understanding that the safety measures to be taken will affect everyone involved in the task, it is essential that shared views and consensus aimed at providing a harmonious and hazard-free working environment are clearly expressed and evaluated by management.
  • We must clearly understand what is expected of us and fulfill these expectations.
  • Errors identified as findings must be understood, their root causes investigated, and these findings must be used to contribute to the continuous improvement of our safety system.
